Capital of AP - Unanswered questions

Dear CM Mr.CBN, 

First of all, on the occassion of thanksgiving day I want to thank you heartfully for all the hardwork you and "your team" did for the relief of hudhud cyclone affected areas. Many of us are missing to thank your team but we should not forget a captain can't win the challenges with a non-performing team! 

Secondly and more importantly, I know there was an open letter titled "Mr.Chandrababu - You do NOT deserve AP" that eventually reached you and delighted you. So with the hope that you'd similarly welcome the questions from a common man as much as you welcomed the appreciation and provide clarity to the state's people once for all, I'm jotting down my questions on your "Singapore-like-dream-capital".

1. Sir, do you mind explaining to the citizens of the state Why do we even need a capital city spanning across 30000 acres? I mean, from my understanding, capital is the place where administration of a region happens from - ministers' offices, assembly, high court etc. When you're talking of 30k acres all the time, I'm intrigued if you're thinking of replicating a Hyderabad or Bengaluru with IT, Banking, Health Care and other corporate offices! If I'm wrong, please publish what all things you're visualizing in a capital city. Sir, after all, for all the credit you deserve for developing Hyderabad you deserve equal amounts of criticism for ignoring other cities of the state. So, all we hope is that you don't repeat the mistake!

2. Why did you select a region with the most fertile agricultural lands? If the connectivity and accessibility is the only concern, is that really a visionary approach? When you can afford building a greenfield capital, is providing connectivity to that place really that big a concern? Why don't you build the necessary concrete structures on a barren land? Why are you looking at a capital that has all amenities AND connectivity from day 1 rather than allowing it to develop and evolve over time? 

3. A central govt appointed committee worked on this very topic for nearly 6 months but you decided to put a deaf ear to their recommendations within couple of cabinet meetings, making this "committee thing" a big joke. Can you explain the exercise you and your colleagues did before zeroing in on the capital region? 

4. And the last but the most important - Assuming out of the 30,000 acres you're pooling only 50% is actually agricultural land. As per 2002-2003 records, the rice yield of overall AP is 26.2 quintals/hectare which is approx 1 ton/acre. Remember the area you've selected has much better yield than this. So because of the capital you're building, future generations are going to lose 15,000 tons of rice per year (assuming the entire land produces only paddy) which is roughly the need of 35000 families! You can build your capital elsewhere but you can't produce this crop-land elsewhere. Do you think the future generations will be proud of us for giving them a "beautiful city" at the cost of this much produce? And unfortunately you're treating this as a problem of only the local farmers!

Sir, I could be short-sighted in this issue like many, but at least we deserve your clarifications to better understand your "vision".
